Something quite interesting is happening in the UK broadband market, and to be honest, the big providers would probably rather you didn’t notice it. While they continue to nudge up their prices each spring, small community-run networks are popping up across towns, villages and city neighbourhoods. In most cases, they’re offering gigabit speeds for less than half the price.

It began, as these things often do, out of sheer frustration. Rural areas were left behind for so long, while urban customers were paying over the odds for connections that barely limped along during peak times. Not to mention the promises of nationwide full-fibre rollout continuing to slip further down the road.

As a result, groups of neighbours and local co-ops started to join forces, digging their own trenches, laying their own fibre and running their own networks. It’s the sort of grassroots effort you don’t usually associate with an industry dominated by a handful of multinational giants.

A few industry experts share their thoughts on how what began as a rural workaround has become a real alternative.

“Community-focused broadband networks are challenging traditional ISPs less through their scale and more by making the compromises of the traditional model increasingly visible.

Large providers have understandably built around national economics: standardised products, commercially attractive locations and support delivered at scale. Smaller local networks begin from a different position. They identify a specific local need and build around communities that the conventional market may previously have considered too difficult or insufficiently profitable.

Fram Broadband in East Suffolk is a useful local example. It was established in 2003 to serve areas where broadband was either poor or unavailable, initially around Framlingham. It now provides fibre services and operates fixed wireless access points covering approximately 70 square miles of the county.

Its history demonstrates the central strength of community-focused connectivity: it begins with a problem experienced by a particular place, rather than waiting for that location to become commercially attractive within a national rollout.

For Suffolk businesses, this matters. Many rural and semi-rural SMEs depend on Microsoft 365, cloud backups, internet-based telephony, remote working and line-of-business applications. Their broadband connection is no longer a utility operating quietly in the background; it is part of their critical business infrastructure.

There is a further benefit when the connection is managed as part of the organisation’s wider IT service. An internet provider can confirm whether its circuit is operational, but a managed service provider should be able to determine whether the business itself can operate.

When an MSP manages the connectivity, firewall, network, Wi-Fi and backup connection together, the purchaser gains a single point of accountability. The MSP can monitor performance, identify emerging issues, manage escalation with the broadband provider and establish whether a fault sits with the circuit, network equipment, wireless coverage, a device or a cloud application.

This helps avoid the familiar situation where several suppliers each report that their individual service is working while the customer remains unable to work. It can reduce diagnostic time, improve communication during an outage and remove the burden of coordinating multiple technical providers from the customer.

An MSP can also help the business select a connection based on its genuine operational requirements rather than headline speed alone. Upload performance, latency, service levels, resilience and repair times may matter far more than the highest advertised download figure. For businesses that cannot tolerate an outage, the MSP can introduce a secondary connection—potentially using a different network or technology—and configure automatic failover.

However, being local does not automatically guarantee resilience. Once homes, farms, schools and businesses depend on a network, it needs professional monitoring, cyber security, backup power, diverse upstream connectivity and a properly tested incident-response process. Community trust must be supported by strong technical and operational standards.

The longer-term impact is unlikely to be smaller networks replacing the major ISPs. Their real influence will be in raising expectations. They demonstrate that difficult locations can be served and that customers value accessibility, transparency and providers that appear genuinely invested in the places they connect.

That competition should ultimately benefit the entire market. Traditional ISPs will need to respond with better service, clearer communication and more serious investment in communities that have historically come last.”

“Community networks and local AI are the same economic story told twice. For twenty years the assumption was that intelligence and bandwidth both live somewhere far away, and you rent access to them. Both assumptions are breaking for the same reason: hardware got cheap enough that the edge can own the asset instead of leasing it.

A community fibre network, like B4RN’s symmetrical gigabit in rural Lancashire, is a village deciding the exchange belongs to the people who use it. A 30B open-weight model running on a single 24GB workstation card at interactive speeds, which I measured this month, is a company deciding the same thing about inference.

That matters for ISPs in a way the broadband debate hasn’t caught up with. The traffic profile is changing. As more inference runs locally, households and small firms consume less remote bandwidth but need better upload and lower local latency. That’s exactly what community networks are good at, and exactly what incumbent asymmetric packages are bad at. The incumbent advantage was never really the cable. It was being the only party who could afford the capital and the queue.

When the capital cost falls, ownership migrates to whoever is closest to the demand. That’s true for fibre, and it’s becoming true for compute.”

“Community broadband is challenging traditional ISPs not simply on price or speed, but on purpose. These networks treat connectivity as essential infrastructure—something communities need to expand education, entrepreneurship, healthcare, workforce participation, and economic resilience.

Their greatest competitive advantage is often local accountability. Community networks can be designed around gaps that conventional business models have failed to address, particularly in rural, remote, and underserved areas. They can also give communities greater influence over investment priorities, service quality, affordability, and long-term digital inclusion.

However, building the network is only the beginning. Community broadband must have a sustainable operating model, reliable technical expertise, strong cybersecurity, and the capacity to fund continual upgrades. Success requires thinking beyond infrastructure toward the entire ecosystem of adoption, skills, services, and community trust.

“Community broadband networks are exposing a truth incumbents have long relied on staying hidden: in many markets, the barrier to great connectivity was the absence of competition and the incentive to underinvest.

What makes community networks genuinely disruptive isn’t just price. It’s a different objective function. A municipal or cooperative network optimizes for coverage, reliability, and local economic benefit, not quarterly ARPU. That changes what gets built from fibre to the rural edge that a national ISP wrote off as uneconomic, symmetrical speeds, and pricing without the annual creep.

The competitive pressure is real. Where a community network launches, incumbents suddenly discover they can upgrade infrastructure and cut prices they’d insisted were impossible. That alone justifies these projects, even for residents who never switch.

The open questions are sustainability and scale: long-term maintenance funding, the technical depth to operate a network, and incumbent lobbying against public models. The likely future isn’t wholesale replacement but a healthier mix such as community networks anchoring underserved areas and forcing genuine competition everywhere else. For too long, “natural monopoly” was an excuse. These networks prove it was often just a choice.”

“Traditional ISPs still sell on download speed. Literally not a single company in mainland UK is limited by download. They are, however, limited by upload. Sending a video file to a client, running a backup or sitting on an hour long call without freezing all of that relies on upload speed, which is vital to your business operations.

Most consumer packages give you only a fraction of the download speed for upload. Community networks tend to run symmetric fibre as standard, so the advertised speed is the speed you get in both directions is the number you get in both directions.

The bigger difference is who answers the phone. When a small business loses its connection it loses the day and that leads to a significant loss of potential cashflow. A community network usually has someone local who picks up. A national ISP gives you a queue and a reference number.

Every small business I have built a site for would trade headline speed for a supplier who knows their name. From where I sit at Wellington Web Co that is the gap community networks are walking through, and it is not really a technology gap at all.”

“For most of the internet’s history, the last mile belonged to whoever could afford to build it. A handful of large ISPs decided which communities got fast connections and which ones waited.

I design RF and antenna systems, proposed Moore’s Law for RF, hold two U.S. millimetre-wave patents, and have presented on wireless infrastructure in Boston, Washington D.C., Detroit, and beyond. From an engineering seat, the most important shift is this: the cost of building a network has fallen faster than the cost of buying service from one.

Here is the simplest way to understand it. A traditional ISP recovers its investment through decades of subscriber fees, so it builds only where the return is certain. A community network answers to residents, not shareholders, and the tools now favor it. Fiber electronics get cheaper every year, and modern fixed wireless can deliver gigabit speeds from a single rooftop radio. A town, a co-op, or a local utility can now reach the homes the big carriers skipped.

When residents own the infrastructure, price and accountability follow. Incumbents are responding with faster upgrades and lower prices, which tells you the challenge is real. Competition is the best network upgrade there is.”
