The UK’s communications regulator, Ofcom, has unveiled a new consultation document outlining plans to share the 6 GHz spectrum between Wi-Fi and mobile services. The proposal aims to maximise the benefits of this valuable bandwidth while aligning with European regulations expected in 2027.
Ofcom’s plan suggests a phased approach for the upper 6 GHz band (6425–7125 MHz):
Phase One: By the end of 2025, low-power indoor Wi-Fi (250 mW) will be permitted across the entire upper 6 GHz band.
Phase Two: Mobile networks could begin using the band as well, but only after a harmonised European approach is finalised in 2027.
This phased rollout ensures that Wi-Fi will initially have full access to the band before mobile services are integrated. Ofcom has proposed two potential sharing mechanisms: a ‘prioritised spectrum split’ or an ‘indoor/outdoor’ division, though the details are yet to be fully determined.
For the lower 6 GHz band (5925–6425 MHz), Ofcom proposes allowing outdoor and higher-power Wi-Fi operation using an Automated Frequency Coordination (AFC) system. Currently, Wi-Fi in this range is restricted to low-power indoor use. This change could enable high-performance Wi-Fi in places such as universities, hospitals, transport hubs, and rural areas.
Opening up the 6 GHz band to both Wi-Fi and mobile services is expected to provide significant benefits to the UK economy. Increased bandwidth will support the growing demand for data-driven technologies like virtual reality (VR), augmented reality (AR), and artificial intelligence (AI). Additionally, improved connectivity in high-traffic areas—such as stadiums and shopping districts—will enhance user experiences and drive investment in new technologies.
While the proposal leans in favour of Wi-Fi in the short term, mobile networks could still play a role in the long-term usage of the upper 6 GHz band. Ofcom’s plan reflects a balancing act between ensuring immediate benefits for consumers and businesses while keeping future mobile integration possibilities open.
With a strong push for European harmonisation, the next few years will determine how effectively the UK can implement and benefit from shared spectrum access in the 6 GHz band.
